The so called “improvements” to “Rise and Decline” make this game virtually
\nincomprehensible (and unplayable) at times. The chess-like elegance of “Rise and Decline”
\nmakes way to an ultra-complicated array of counters, options and fiddly naval rules. Has been
\nsurpassed by most recent attempts to portray the whole WWII.<\/p>\n
